need help with seized teleflex steering

The teleflex steering cable on my boat is frozen. I am planning on changing it, but question if the cable once detached from the arm for the motor will slide freely through the sleeve in front of the motor, in order to remove the old cable and measure it. I hope this is clear enough to understand due to I don’t know the true names of the parts. If anyone could help it would be a great help and most likely save me some aggravation. Thanks, Ductman

The repair is all done. turned out to be real easy after watching a video online, also changed out the bearings on the trailer.The boat is now ready to go.
also I am putting it up for sale if anyone is interested. It is a 2005 southern skimmer with a 90hp four stroke and 110 hours on it.  The boat is fully loaded for a skiff.
